According to confirmed information, the four companies are in the process of establishing a joint venture dedicated to organizing large-scale live events, with the ambition of creating a festival that could rival or even surpass internationally renowned events such as Coachella.

The project, tentatively titled “Phenomenon,” was initiated by Park Jin Young, who currently serves as Chairman of the Popular Culture Exchange Committee. The vision for “Phenomenon” is not merely to host a music event, but to build a globally recognized festival brand that reflects the scale and influence of K-pop on the world stage.

On April 16, Business Post reported that the four companies had submitted an application for approval of the joint venture to the Korea Fair Trade Commission. This step is required due to the scale and structure of the companies involved. HYBE, for instance, is classified as a large conglomerate with assets exceeding 5 trillion won, while SM Entertainment operates within the broader ecosystem of Kakao. As a result, regulatory review is mandatory before the joint entity can be officially established.

The joint venture is expected to be funded equally by all four companies, ensuring a balanced distribution of ownership. However, specific details regarding governance, such as executive leadership roles and board composition, have not yet been finalized. The legal entity itself will likely adopt the name “Phenomenon,” serving as the central platform for developing and managing the global K-pop festival of the same name.

The core objective of the company will be to organize large-scale live performances, with the first major event planned to take place in South Korea in 2027. This inaugural festival is expected to feature artists from all four companies, bringing together some of the biggest names in K-pop under one unified event. The scale and collaborative nature of the lineup are anticipated to set a new benchmark for music festivals in Asia and beyond.

The name “Phenomenon” is a blend of the words “fan” and “phenomenon,” symbolizing the idea that the global success of K-pop is driven by its fandom. This concept highlights the central role that fans play in shaping the industry, positioning them not just as consumers but as active participants in the creation of cultural impact.

Park Jin Young first introduced the concept publicly on October 1, 2025, during the launch event of the Popular Culture Exchange Committee held at KINTEX in Goyang. At that time, he outlined an ambitious roadmap for the project. After approximately two years of preparation, the festival is scheduled to debut as an annual event in South Korea starting in December 2027. Beginning in May 2028, the project is expected to expand into a global touring festival, visiting major cities around the world.

This initiative aligns closely with the cultural policy direction of the South Korean government under President Lee Jae Myung. The administration has emphasized the importance of developing K-culture as a key driver of national economic growth. Rather than direct intervention, the government has adopted a strategy of support and facilitation, encouraging public-private partnerships to strengthen the creative industries.
